Govt U-turn on move to give 4 CHCs to pvt player

The State Government has reversed its decision to give four Community Health Centres (CHCs) to a private player under Public Private Participation (PPP) model. These CHCs are located at Bhagwanpur, Thalisain, Pabo and Hindolakhal.

Unable to provide medical officers at many remote locations, the Medical Health department decided to give 16 CHCs to the private players under the PPP model for five years in May 2013. As per the MoU, the health department provides its infrastructure while the private player provides specialist doctors and other personnel at the PHC. The private players are provided a performance-based remuneration in lieu of their services under the terms and conditions of the MoU.

Ms Sheel Nursing Home and Ms Rajbhara Medicare Private limited were given eight CHCs each under four packages by the department under PPP. The Sheel Nursing home deposited Rs 30 lakh each for the two packages it was offered as the security deposit but Rajbhara Medicare deposited security for only one package and backed off from the package which included the PHCs located at Bhagwanpura in Haridwar district, Hindolakhal in Tehri  and Pabo, Thalisain in Pauri district.

The package was then offered to the other bidder Ms Bombay Hospital which initially accepted the offer but later showed reluctance.

The Director General of Medical and Health department Dr GS Joshi said that the State Government decided to cancel the package 4 MoU after the inordinate delay. He accepted that there are some flaws in the MoU which would be removed now.
