The Government system must incorporate a sense of ease of doing business in addition to which the single window system for industry should facilitate an effective means to ensure time-bound redressal of issues stated by entrepreneurs.

In addition to facilitating uninterrupted supply of electricity to industry, online linkage to all banks should be provided for making payment towards trade tax, VAT and other charges, said Uttarakhand governor Krishan Kant Paul at the State level Udhyog Mitra Samiti meeting here on Monday.

Stressing on the need for improvement in the points stated by Government of India regarding ease of doing business, the governor said that special effort will have to be undertaken to bring about an improvement in the State’s all-India ranking. Paul said that as per the standards laid down by the government of India, the various approvals to be accorded under the single window system for setting up industry must be processed within the time-limit. Facilitation of the financial encouragement and assistance under the Micro, Small and Medium Enterprise policy should also be ensured. Stressing on need for special focus on road connectivity for industrial development in Uttarakhand,  the governor said that coordination should be established with the National Highways Authority of India (NHAI) for repair and improvement of road connectivity between Dehradun and Delhi, and between  Pantnagar and Delhi whereas officials should coordinate with the railway board for linking Haridwar with the dedicated eastern freight corridor.

The availability of land for establishing a logistics hub in Haridwar should also be looked into. The governor also directed the chief secretary Shatrughna Singh to hold a separate review in detail regarding the establishment of dispensaries/clinics in all industrial areas of the State. The Bharat Sanchar Nigam limited should establish coordination with industrial associations of the State to achieve the required improvement in broadband connectivity.

Expressing their views, representatives of the industrial sector acknowledged that the electricity rates for industrial consumption in Uttarakhand are low compared to other states and the power supply is also comparatively better.

They said that the Uttarakhand State Biodiversity Board is issuing notices for maximum five per cent charge to industries utilising high monetary value resources whereas it is not clear as to the types of industries under the purview for this. The governor directed the State biodiversity board to hold a seminar with industry representatives to clarify the issue.
