'Govt docs should get benefit of DACP'

The doctors of the State should not be deprived of the benefit of the Assured Career Progression (ACP), said the President of Provincial Medical and Health Services, Dr BS Jangpangi while interacting with The Pioneer.

The Government doctors of the State are up in arms in support of their demand for implementation of the Dynamic Assured Career Progression (DACP) according to which they get assured increase in their grade pay after 4, 9, 13 and 20 years of service. Jangpangi said that DACP scheme is followed by the Central and many other State Governments.

He expressed anguish at the fact that while officers of the other departments get the facility of DACP, Government doctors of the State are deprived of the benefit. He claimed that the State Government would not be burdened much by implementing the scheme. Jangpangi said that one of the major reasons why the young medicos are refraining from joining the medical health department of the State is lack of growth opportunities which could be compensated by implementing the DACP.

"At present, we are facing an acute shortage of medical officers in the medical health department as we are having no transfer policy and no policy which would assure the young medicos for a safe and prosperous carrier," he added. Jangpangi claimed that in a recent meeting the Health Minister Surendra Singh Negi has assured him that the Government is giving a serious thought on the issue.

The matter of DACP had arisen time and again in Uttarakhand as the senior finance officials shoot down the idea. One senior medical officer told this correspondent that the since the medical officers get the Non Practicing Allowance

(NPA), the babus at the secretariat feel jealous of the doctors and put hurdles in the passage of DACP.
