The foundation of Uttarakhand from the administrative and other points of view has been laid in an improper manner by establishing Dehradun as the State Capital instead of making a permanent capital in the mountainous region of this State.
Dr Ganesh Upadhyaya, who had participated in the Statehood movement and has undertaken a political and legal analysis of State formation and researched developmental problems and possibilities in Uttarakhand, states that it is vital for the State capital to be in a mountainous regions so that Government officials understand the geographical and other conditions of the State and make plans accordingly for development. The Terai region is already development, it is the mountainous regions that need development as the unemployed have continued to migrate from the mountainous regions while even the politicians have shifted to the plains leading a comfortable life.
“The pressure for securing employment in the armed forces or getting a Government job has increased since State formation due to the limited scope for employment in the private sector. Migration remains among the biggest challenges for the State. The people need to be honest and the State capital needs to be at Gairsain. Steps should be taken to resolve problems being faced in the mountainous regions of the State,” he stressed.
