In a major relief to the teachers of primary classes in the Government schools, the Human Resource Development (HRD) Ministry has said that the teachers employed before September 3, 2001 are not required to undergo the training of Diploma in Elementary Education (DElEd). This exemption would ease pressure off from thousands of Government primary teachers of the State. In a letter directed to all Chief Education Officers (CEO) of state, the Director Education R K Kunwar said that the MHRD has also cleared that the teachers posted after the above mentioned date are required to get the DElEd certificate before March 2019. However the teachers teaching classes VI to VIII who hold Bachelor of Education (BEd) degree are also exempted from the new rule.
Recently the HRD ministry had directed that the teachers teaching primary students should compulsorily have the Diploma in Elementary Education (DElEd) by March 2019 failing which they would be removed from their jobs. The Union Government has asked the state governments to ensure that the all untrained teachers must register themselves for diploma course offered by National Institute of Open Schooling (NIOS).
The teachers who have BTC certificates would be exempted from this compulsion. The teachers that are teaching the classes from I to VIII come under the ambit of the order.
The state education department has already dispatched a circular to all the Chief Education Officers (CEOs) of all districts asking them to provide information about untrained teachers in their districts.
It is pertinent to mention here that there are thousands of teachers in Uttarakhand who teach the students of primary classes but they don’t possess the necessary qualification. There are many Bachelor of Education (BEd) qualified teachers in the State Government teaching primary classes; after the mandate of DElEd qualification by National Council of Teacher Education (NCTE), the education department prudently decided to impart a special DElEd training to such teachers. However there are thousands of teachers employed in private and aided schools of the state that don’t possess the required qualification and as per the Government order they have no choice but to register themselves in the DElEd course offered by the National Open School before September 15. These teachers must complete their DElEd course before March 15, 2019 failing which their job would be in jeopardy.
