Uttarakhand Governor Dr KK Paul said that parliamentary democracy runs on the basis of discussion and deliberation .

The Governor was speaking on Tuesday as the chief guest at a function staged to honour outstanding MlAs of Uttarakhand Assembly from 2010 to 2013.

The treasury bench and the opposition are the two main pillars and both are important, he said. The Government implements policies for public welfare and the opposition keeps an eye on the policies, pointing out the flaws in government’s schemes and works, he added.

Dr Paul said that the parliamentary traditions being  held in great respect in India is helping the country to  progress. “However, in recent times, there have been some challenges before the legislatures,” he  said.

All the members of the Assembly/Parliament are responsible for maintaining dignity and discipline of the Houses. “Each member should keep in mind that others may also be right. Patience and modesty should be the feelings that can help each member conduct himself well. When President came and addressed the Vidhan Sabha  here this year he stressed on  discussion, debate and decisions. He asked the members to refrain from creating obstacles,” he said.

Dr Paul said that the legislatures are the reflections of the aspirations of the common man. “The people rule through their representatives in the Assembly and thus the members of the Assembly carry great responsibility on their shoulders.   The MlAs have to raise their voice in the house to raise the problems of their constituencies and also fulfill the duties given to them by the Assembly. The question hour is an important time during the course of the Assembly proceedings and all should try  to utilise it fully. They should under  no circumstances let the   people down,” he  said.

later, the Governor awarded former MlA Jot Singh Gunsola for the year 2010, three Incumbent MlAs including Amrita Rawat for 2011, Madan Kaushik for 2012 and Indira Hridayesh for 2013.  He hoped that these awards would prove an inspiration for maintaining the parliamentary traditions in the Assembly.

Vidhan sabha speaker Govind Singh Kunjwal said that such felicitation will create competitive environment among the legislatures and they will do their proper home work before entering into the vidhan sabha.

Indira Hridayesh, whon won best MlA award for the year 2013, said that this is good initiative of vidhan sabha and will prove beneficial for democratic system.

Amrita Rawat, who won best MlA award for the year 2011, said that It is good strategy of vidhan sabha and they did this to motivate the MlAs to make their active participation.
