Taking cognisance of increasing crime cases and police failure to solve murder cases and other crimes within stipulated time, Uttarakhand Director General of Police BS Sidhu has directed the district police heads of Dehradun, Haridwar, Udham Singh Nagar and Nainital to establish Homicide Investigation Cell in their respective districts.
In this cell, two teams each will be deployed in Dehradun and Haridwar, three in Udham Singh Nagar and one in Nainital. Each team will consist of skilled and experienced police force with investigating and surveillance skill, he added.
Sidhu reviewed crime cases and law and order situation in the districts of Haridwar, Dehradun, Udham Singh Nagar and Nainital with police heads and expressed disappointment at rising murder, other crime cases and police failure to solve these cases within stipulated time.
DGP said that rise in crime cases and delay in solving registered cases raise question on police functioning and efficiency. This resulted in public outrage and loss of faith in police.
After reviewing crime cases with the police officers, he observed that police are deployed for investigation on registered cases side by side they are assigned with maintaining law and order in particular area which resulted in delay in solving registered cases and delay in arrest of accused.
In order to put check on crimes and ensure effective action against the accused, DGP has directed the police officers to establish Homicide Investigation Cell in their respective districts.
He further said that the team deputed in the cell will consist of one inspector, four sub-inspectors, eight constables, one driver, one field unit team comprised of photographer and finger print expert. Crime kit box, one camera and laptop will be available nin the cell.
In this team, at least one sub-inspector with good command on computer will be deputed so that he can complete surveillance related work during investigation. Police station concerned will provide all possible assistance to the team members.
If necessary, this cell will get assistance from Special Task Force and Special Operation Group. The team along with necessary equipments will be deployed at the incident site immediately after receiving cases related to murder and other offences. The team members will conduct legal and scientific investigation on received cases and action against the accused will be accorded as per law.
The appointed team of the cell will not be deployed for maintaining law and order at particular place. The team will be given investigation related assignments after receiving approval from police head quarter. This cell has been established to improve investigation of cases and speed up redressal of murder and other serious crime cases in the State.
