The education department has decided to implement new standards to assess the performance of the primary teachers while preparing their Annual Confidential Report (ACR). The teachers are categorised on the basis of the 100 marks scale in the ACR which would be considered for transfer and promotion.
The Director General (DG) of School Education D Senthil Pandian informed that the efficiency of the primary teachers would be assessed under the ACR. The reporting officer for primary schools would be headmasters and the ACR of the headmasters would be approved by the Deputy Education Officers.
The department has given a weightage of 60 per cent to learning level Assessment (llA) of the students. The teachers would be assessed on llA of students of Class III, V and VIII as average of the llA would determine their overall marks.
An achievement level of 90 to 100 per cent of llA would fetch full 60 marks to the teacher which correspondingly decreases with the llA per cent. A llA percentage of less than 30 per cent would mean that the teacher would get zero marks out of allotted 60 in the ACR.
The extracurricular activities would carry 30 marks in the ACR of primary teachers now. This part would be determined by increase in enrollments, participation of students in events of sports etc, educational innovations and availability of learning material, sanitation level of schools, beautification, attendance of teachers, entries in their diaries, development activities and achievements of teachers in the academic year.
Ten marks in ACR are attributed to expression levels, number of trainings attended, behavior with students and colleagues and level of departmental discipline. A teacher getting 76-100 marks would be categorised as outstanding while those receiving 51-75 marks would be in good category. Teacher in 26-50 marks zone would be in average category while those getting less than 25 marks would be categorised as bad.
