The High Court of Uttarakhand has directed the State Government to draft a scheme within six months for providing reservation in education and government jobs for eunuchs. Steps should be taken to raise public awareness for ensuring a respectable life for eunuchs, their welfare and bringing them into the mainstream of society. Further, the government has been directed to draft a scheme for their housing in six months. The division bench of acting chief justice Rajiv Sharma and justice Manoj Kumar Tiwari issued these directions while hearing a plea for security filed by Rajni Rawat, Rano and others. The court directed the Dehradun senior superintendent of police to provide security to eunuchs on both sides in this issue.
The division bench further directed the state government to form a eunuch welfare board in which the eunuchs should also be accorded representation. They should be provided free medical facility and separate toilets should be made for them in public places. All the district magistrates were directed to undertake registration of eunuchs and to ensure that such children are neither separated from their parents without their consent nor face any discrimination.
According to the case details, Dehradun resident eunuch Rajni Rawat had filed a petition in the high court stating that she had inherited the top post in the community in Dehradun in 1996. She and those affiliated to her have been seeking cash on special occasions. However, some eunuchs from outside have been doing the same in her name for some time. When she opposed this, she received threats. She had complained to the Dehradun SSP regarding this but such eunuchs from outside are still in town and collecting money in her name, the petitioner said.
