In an important step to give fillip to the investment in the State, the Government has empowered the District Magistrates to approve investment proposals worth upto Rs 10 crore. It also authorised them to attach with registration the proposals while creating a data bank of land records.
The DMs were also authorised to give relief in stamp duty if the entrepreneurs desired to invest in the hills of the State. Besides, it was
decided that SIDCUl would reserve its lands for micro and medium sized industries. Chief Minister Harish Rawat gave these instructions during a meeting he convened on ‘Ease of doing business’ here in Dehradun.
CM said that Uttarakhand has been maintaining its first position in voting and they would give full emphasis on competitive environment. “We will have to plug all the loopholes which are creating
hurdles in our development. For the promotion of industry, there is need to create master plans for different cities and new townships as well.
local bodies, development authorities and other departments should be roped in so as to ensure that they work in sync to facilitate promotion of industry and trade. We will have to provide
conducive investment atmosphere for the entrepreneurs. Employment and training departments should create data bank of skilled youth and provide the list to the entrepreneurs so that they can get best manpower for their industries,” CM said.
“To showcase our positive side, we should attach all the departments concerned in Investment Uttarkahad portal. NIC has been asked to create user friendly software so that entrepreneurs can get information easily. A
component must be created too to help the women entrepreneurs and women self -help groups. We must also promote the people who are associated with traditional business,” CM added.
He said that the Union industry and commerce ministry had started study of States ranking with the help of world bank since 2015. “Under Ease of doing business policy, the States’ ranking is being decided against different points. In 2015 Uttarakhand stood 23,” he said.
Harish Rawat again stressed on making the single window system more effective. “We must make the district level system more
accountable. They must be given more authority to decide things. The Chief Secretary is conducting review meetings at regular intervals to speed things up,” CM said.
“For the year 2016, the Union Government has been studying the States’ position against 340 points associated with 10 aspects. Among them are reach of information
and transparency, single
window, land availability, regular arrangement for construction approval, environment registration system, labour policy, power connection, online tax return, inspection report and commercial disputes redressal system,” Harish Rawat said.
