Pauri District Magistrate Chandra Shekhar Bhatt has submitted the inquiry report to the State Government regarding the principal in charge of G.B.Pant Engineering College, Ghurdauri (Pauri) on the complaints made by the joint employees association of the engineering college at Ghurdauri regarding alleged graft. On the directions of the governor receiving a memorandum on this issue, the State Government had earlier directed the Pauri district magistrate to conduct an inquiry into the complaints based on 20 points during the period of president’s rule imposition in the State. The DM completed the inquiry in a short period and sent it to the Governor in the first week of May. Bhatt told The Pioneer that after completing the inquiry, the report had been submitted to the Governor in the first week of May. Bhatt didn’t say about the contents of the inquiry report, but hinted at questions regarding the possibility of a person serving in teaching work, getting salary in the engineering college and completing MTech in that duration.
The president of Joint Employees Association, Engineering College, Ghurdauri, had submitted a 20 point complaint against the Acting Principal Dr.Y.Singh accussing him of misappropriation of the post, illegal appointment, conducting purchase without any tender and corruption charges. The memorandum of complaints had stated that Dr Y Singh assumed the charge of college principal in charge in January 2016 and had taken many ‘anti-policy’ decisions, which does not come within the jurisdictional authority of an officiating principal.
The major allegations framed against the principal in charge in the memorandum include assistant professor Anil Gautam being given the charge of registrar along with the responsibility of finance, store and others. Dr Y Singh had given permission to Rohit Negi for two-year regular M.Tech course in 2010-12 from Sanghaniya University, Rajasthan. During the period Rohit was serving at the institution as contractual teacher and Rs six lakh was disbursed in salary to Rohit with the involvement of Singh. The purchase of items costing about Rs four crore were also cleared by the principal in charge in blatant violation of the rules.
