Uttarakhand Human Rights Commission chairman Justice (retired) Vijendra Jain has said that delay in delivery of services or delay in decision for the welfare of the people by Government officials is also violation of human rights.
Citing his experiences he had had while visiting Champawat district, he said, “I saw a board of trauma centre installed in the local hospital, but it was shorn of doctor and basic equipments. A Government employee in the hospital informed that though deputed for three years around 14 years ago he was yet to be transferred. A senior administrative officer said that though he had been transferred around six months ago the non-arrival of his reliever is delaying things. Does it amount to human rights violationIJ Transfer policy must be implemented uniformly. Those having political or executive connections do not get transferred in mountainous districts. In some countries, right to medical service and development is included in the human rights,” he said.
Citing the two World Wars, he said their aftermath had begotten the idea of human right. “Around six crore people died during those cataclysmic wars. The conscientious people were stunned by the horror and this was what resulted in the conceptualisation of human rights,” he added.
