Though Right to Public Service Act has been implemented in the State, applicants who are submitting applications for procuring income certificate, caste certificate, domicile certificate, character certificate and other certificates in the Janadhar office at the collectorate are not being issued their certificates within 15 days as stipulated in the Act.
large number of students can be witnessed standing outside Janadhar for submitting their applications for such certificates. These important certificates are needed by the students for their admission in various university degree courses and applying for government jobs.
A Janadhar official said, “We receive around 250 applications seeking these certificates on a daily basis. Despite crunch of staff, we somehow manage to send such applications for verification to the Tehsil within two or three days of receiving them. These applications are delayed in Tehsil during verification and we receive the certificates from the Tehsil 15 or 20 days later. Earlier, verification of such applications were being done by the Amin but after July 18, the lekhpal has been given this responsibility.”
Sahastradhara resident Sonam said, “To enroll my children in public school under Right to Education Act, I had applied for income certificate at Janadhar during the last month but this certificate is yet to be issued by the department concerned.” Rashmi, resident of Raipur, who was standing in queue outside Janadhar said, “I am here to apply for caste certificate to fill a form for government job. I do not know after how many days it will take for the authorities to issue this certificate," she said.
