Custody torture case: DMC debars 3 doctors from handling MlCs

The administration of the associated hospital of the Government Doon Medical College (GDMC) has decided to debar the three doctors involved in filing a wrong supplementary medical report in a local court, from Medico legal Cases (MlCs). However, the Medical Superintendent (MS) of the hospital KK Tamta declined to confirm the development. He added that the matter is being investigated by the police on the orders of the court.

These doctors had provided a wrong supplementary medical report in the sensational case involving physical torture of an accused of land forgery case in police custody at Premnagar police station. Cases against three doctors of the hospital, Dr Navneet Bedi (in Charge emergency), Dr Chetan Giroti (Orthopedic surgeon) and Dr Nidhi Uniyal (Physician) were filed under various sections of IPC at Kotwali police station on Sunday on the direction of the court.

This episode was a talking point among the doctors of the hospital on Monday. “These doctors submitted a report without seeing the X ray and its report properly as a result of the which the X ray report which clearly shows a fracture was contradicted in the report of these doctors,’’ said one of a senior doctor of the hospital. Another doctor said that the court should have taken a lenient view as these doctors have admitted their fault.

“The policemen showed only a part of the report to the panel of doctors on WhatsApp and the doctors submitted the report believing that what the policemen are telling is correct. The policemen appeared in tearing hurry and the overworked doctors were actually fooled by them,’’ he said.

It is learnt that as a precautionary and disciplinary measure the hospital administration has debarred these doctors from doing any MlC. The doctors have been also asked to be extra careful while preparing reports in such cases.

On May 24, Premnagar police arrested one liyakat Ali in a land fraud case. He was allegedly beaten up in the police custody by the police station in-charge Yashpal Bisht and investigating Officer (IO) Jitendra Kumar. later Ali was sent to Suddhowala jail. The case was brought into light on May 30, when a team of judicial officers inspected the Jail campus and asked the inmates about their conditions. Ali complained the team that he was beaten up by the policemen.

On May 31, Ali’s wife submitted a plea in the court following which the court had sought report from the SSP. The court had also asked the Medical Superintendent (MS) of associated hospital of GDMC to examine Ali by a medical board.

The supplementary report filed the medical board didn’t mentioned any injury to Ali while the accompanying report of radiologist suggested that the accused had fractured limb. The court took a serious view of the fact and directed to file criminal cases against two police officers and three doctors.
