Reviewing Officer, Assistant Reviewing Officer and computer operators, who are on a mass leave for two days in order to put pressure on Government to consider their demand, have not approached the officer concerned so far. Talking to

The Pioneer Secretariat administration (SAD) Secretary GS Jangpangi said that instead of the department concerned they have been putting pressure over the State through media.

By doing this they have categorically challenged the department head. On condition of anonymity a senior officer said that Uttarakhand Secretariat is going on a wrong path and if Government fails to check here that situation would be more worse here than any other State. It is happening because of lack of will power of the State Government especially political head of the State.

To check such strikes, the  Government had issued a notification regarding no pay no work but we convert their absent period into earned leave every time. By doing this they have become more habitual to offend the Government decision. For instance contractual employee have been protesting to regularise them. Although they were employed on contractual basis to avoid burden on State exchequer but now they have been demanding to regularise them. It is happening because political master sits mum on it.

Their demands are that State Government should create 36 new sections in the Secretariat but they opened mere 20 new section so far. There is several post of RO are vacant so Government should ease the terms and conditions for promotion from Assistant RO (ARO) to RO. For the creation of 16 new section matter is before cabinet sub committee, which meeting was postponed twice after declaring the date.

State Government should send a proposal to the public service commission to ease the norms for the promotion from ARO to RO. Secretariat official should be given grade pay on the pattern of Union Government employee. They have released gradation list of ROs and AROs but computer operators have not been given Common user group (CUG) sim card facility so far. They put these demands before the State Government about six months ago but Government did not consider them.
