Moving ahead with its plan to implement the compulsory retirement scheme for officials found to be inefficient in work and shirking their responsibilities, the State Government has issued directions for formation of screening committees in each department. The chief secretary Utpal Kumar Singh, issued a communication to this effect to all additional chief secretaries, all secretaries, heads of departments and offices along with all district magistrates and divisional commissioners.
The chief secretary has stated that orders have been issued for holding meeting of the screening committee every year regarding the compulsory retirement of any government employee aged 50 years. The screening committees are to be formed in each department and these committees will hold meeting every year in the month of November. After the necessary procedure the personnel department is to be informed in the set format by March 31. The guiding principles given by the Supreme Court have been incorporated in the personnel department government order dated July 6, 2017.
Singh further states that it has been seen that the meetings of the screening committees are not being held every year in pursuance of the government orders. Due to this the work efficiency of government employees who have attained the age of 50 years is not being ascertained. Considering this, the chief secretary has directed all the officials concerned to ensure meeting of the screening committee every year in their respective departments regarding the assessment of every officer and employee aged 50 years. Further, if the said meeting has not been held for the financial year 2018-19, it should be held immediately. Information about the action should be communicated to the personnel and vigilance department.
It will be recalled that recently, the chief minister Trivendra Singh Rawat had said that the State Government would implement the compulsory retirement scheme for officials who are found to be inefficient in their work or shirking their responsibilities.
