Changing situations bring new challenges which become questions for administrative officers. In a small State like Utttarakhand, the situations are more challenging where people have greater expectations from the Government and administration, said Chief Minister Harish Rawat. The CM was speaking at the formal inauguration of Indian Administrative Service week at the Secretariat in Dehradun on Friday.

Speaking on the occasion, Rawat said that there is a developmental competition going on among Indian States. One will have to stay ahead in such competition for an honourable existence. In order to achieve this, bringing about the desired increase in rate of development will have to be accompanied by the ensuring of benefits of the same reaching the intended beneficiaries – the public.

The CM said, “We will have to move along with the swiftly changing public perception. In a democracy, no one can be treated with apathy. It is essential to establish coordination with each other, which is something the young officers will have to especially focus on,” said the Chief Minister. He also expressed satisfaction at a number of officers also visiting remote rural areas and redressing the problems listed by the people there.

The CM said that every person has his or her own way of working but the welfare of the public should be kept above all. Exhorting the officers to go out in the field among the people, Rawat pointed to the need for coming out of “mental block”, adding that it is work done that becomes the identity of the person.

The CM stressed on the need for knowing the social, economic and cultural values of the Uttarakhand region in order to work here. Rawat exhorted the officers to make effort for providing better Governance to the people. Officials in the administration should establish better communication with their counterparts at the Centre for the benefit of Uttarakhand, added the Chief Minister. The chief secretary Shatrughna Singh, additional chief secretary S Ramaswami, Om Prakash, principal secretaries Radha Raturi, Manisha Panwar, Umakant Panwar and secretary Vinod Sharma were also among those present on the occasion.
