'Centre, State have failed to implement RTE norms'

Published on:

The Central and the State Governments have failed miserably in implementing the provisions of Right to Education (RTE), the National Convener of the RTE Forum Ambarish Roy said this while talking with The Pioneer on the sidelines of the convention.

Roy said that two deadlines were set under the RTE, the first guideline for putting in place the infrastructure like building, separate toilets for boys and girls, midday meals and recruitment of teachers was March 31 2013 and the governments failed disastrously as they were able to fulfill only 10% of the norms. He said that the second deadline for training about 5 lakh untrained teachers in the schools is March 31, 2015 and it is very likely that this deadline also meets the fate of the earlier one as the number of teachers’ training institutes is very less in the country and the existing training institutes are not competent to meet the big challenge.

Roy said that as per the provisions of RTE the student pupil ratio should be 30:1 in the primary schools and 35:1 in the upper primary schools and if these parameters are firmly placed in practice than the country needs 12 lakh new teachers.
