The proposal of the Uttarakhand Panchayati Raj department to set up a Common Waste Recycling Facility (CWRF) at Haridwar has got the approval and financial assistance of the Government of India. On Tuesday, the letter of financial approval of Rs 2.95 crore for the project was issued by the Ministry of Panchayati Raj. The letter signed by the under secretary to the Government of India, Avinash Chander also revised the budget of the Annual Action Plan for Uttarakhand for the Financial Year (FY) 2019-20 was also revised.

The annual outlay would now be Rs 65.96 crore. The budgetary support of Rs  2.95 crore for the CWRF at Haridwar would be under the component of project based support for economic development of income enhancement under Rashtriya Gram Swaraj Abhiyan (RGSA).

Informing about the development, the Additional secretary Panchayati Raj institutions, H C Semwal said that the CWRF would be installed at cost of Rs 3.75 crore and the State government would bear the remaining amount for the project after the approval of Rs 2.95 Crore from centre.

It is pertinent to mention here that the CWRF at Alipur village in Bahadarabad in Haridwar district is part of an elaborate mechanism devised by the department of Panchayati raj under which waste compactors would be installed in all Nyay Panchayats in the state.

The objective of the compactors is to reduce transportation cost of the waste to the recycling plant.

These compactors would be operated by Women Self Help Groups (SHG) in the villages who would be trained in segregation and compaction of plastic waste. The villages would earn money by sale of the waste to the CWRF at Haridwar.

The recycling plant would convert the compact plastic wastes transported from villages to durable and commercially valuable product termed ‘Plastwood’ and multi layered laminates.

After installation of waste compactors and recycling plants Uttarakhand would become the first state in the country where an elaborate mechanism of disposal of plastic waste and its economic usage is set in place.

Meanwhile the department which was planning to lay the foundation stone of the CWRF on October 2 has  now decided to postpone the programme in view of the incessant rainfall.
