The National Disaster Management Authority (NDMA) member VK Duggal said that Uttarakhand is going to receive around Rs8,500 crore, including Rs1,000 crore from different ministries of the Union Government, for the reconstruction of Uttarakhand in next three years.
As far as issuance of death certificate of persons who have been missing since disaster struck Uttarakhand on June 16-17 is concerned, the State Government has issued a letter to all State Governments to send confirmation to them so that the Uttarakhand Government is able to issue death certificates.
Meanwhile, he also said that high powered technical committee of multiple discipline have been constituted to find out about the exact reason for such devastation.
Duggal, who was appointed as coordinator among State and central government after disaster in Dehradun, has left for Delhi and said now onward, he would visit Uttarakhand once or twice in two month to supervise the reconstruction work of State.
"Now we are focusing on restoration of connectivity. Meanwhile, we have resumed connectivity in Char Dham and Hemkund Sahib because of consistent effort of PWD
and BRO." He said that the State is going to receive Rs7,500 crore from the Union Government for planned reconstruction work in next three years, in which 20 per cent will be spent on livelihood and 40 per cent on reconstruction work.
He also made it clear that State would also receive around Rs1,000 crore from different ministries of the Union Govenrment.
For instance, for restoration work of communication, the ministry concerned will make an investment; Union Ministry for Home has already started making investment by opening State Disaster Response Force (SDRF) and Defence Ministry will invest through Border road organisation (BRO).
Rescue and relief operations were safest, swiftest and largest in world. Replying to media persons why DMMC did not carry out evacuation in Uttarakhand like what they did in Odisha ahead of Phailin, Duggal said that "we got alert from India Meteorological department (IMD) on October 8, which was around four and half days ahead of Phailin arrival. Their accuracy was amazing because they had alerted us about the Phailin hitting area, low pressure zone and else so we responded accordingly."
As far as Uttarakhand is concern then its topography is different because here mountain meteorology, winds, valley, hilltop and others vary place to place. "For this, we have to take prior clearance from Geological survey of India (GSI). Now, we are going to have mock exercise of earthquake in north east so the Uttarakhand Government has been asked to send their team in it."
"To remove or restoration of building in and around Kedarnath, where bodies are lying, we are taking help of GSI." Although he also said that disaster affected people have been given option of prefabricated building.
Earlier around 2,400 families were supposed to be given pre fabricated house, but now mere few hundred people want the house. Most of the people have shown their interest to build the house by own so the State would give them Rsfive in three installment. "Meanwhile, we are giving them Rs3000 per as rent for next 24 months."
"As far as issuance of death certificates of persons who have been missing since disaster struck Uttarakhand on June 16-17 is concerned, we collected the details of mobile tower of in between June 14-19. Whosoever mobile were connected with the existing tower were contacted individually. Even Chief Minister has written a letter to bereaved family members individually and to the concerned State Chief Minister to send the details of the missing person, so that we would start proceeding about issuance of death certificate." Duggal futher said: "We have adopted Chennai module, where tsunami had hit in 2004 and more than 10000 people had lost their lives, for Uttarakhand disaster victim."
