The CBCID has started its inquiry into the form scam of HNB Garhwal Central University and has interrogated the officers and employees concerned of the University including the registrar during the last two days. The scam involves more than Rs one crore from the university and various colleges.
The CBCID team comprises inspector SS Samant and one sub inspector among others. In a writ petition filed by the Society for Revolution Against Corruption general secretary Santosh Mamgain based on information secured through Right To Information Act, the Uttarakhand High Court had directed the Garhwal Central University to take action in this matter and lodge a report against the guilty.
The CBCID is investigating based on the report lodged by the university against unknown persons. Mamgain told The Pioneer that under RTI Act, he had sought information from the university on number of students appearing as private candidate, number of forms given to different colleges and how much money the university received from the colleges in 2010.
He said that though up to 40,000 examination forms are used annually for private students, the university had printed upto 80,000 forms. This would entail a scam of Rs 42 lakh in the university and about Rs 1.35 crore in the government and private colleges affiliated to it. Between 2002 and 2008, the University had incurred a loss of Rs 99 lakh.
The university administration got the issued inquired into and following discovery of anomalies, it had succeeded in recovering Rs 22 lakh from 32 colleges.
