Uttarakhand Chief Minsiter Harish Rawat, who had visited lakshman sidh temple while BJP president Amit Shah was flagging off parivartan yatra, said that in upcoming cabinet meeting, the cabinet would take decision on big blocks and sub blocks. As union government has not made its stand clear so there is urgent need to give structure to sub blocks. It is older demand than the new districts and its roadmap need to be prepared.
To promote rainfed mountainagriculture we would promote community farming and will discuss on leasing policy so that land owner would get faith that their lands are safe and farmers can till their land. As there is scattered land in the state so we can address this issue through land consolidation only and cabinet would have discussion on it. To promote hilly farming we would register women, who cultivate their land, as labourer under MNREGA. To promote community farming earlier we were giving financial help upto Rs one lakh as interest free loan but now we would disburse the money as grant.
In this, women self help group (SHG) will be given priority. As per the survey we would manage to connect 20 percent of the people in agriculture.”
Considering the scarcity of proper mandi in mountainous areas which prevents local produce from reaching the market, the state would bring a proposal before the cabinet to open a branch of plain-areas' mandi in mountainous areas. With this the mountainous area would get market connectivity which would decided the fate of mountain agriculture.
He appealed to the employed people through outsourcing that they should not politicise this because we are trying to find its solution within the limit of constitution and legal. As is known, the state is helpless in guest teachers’ issue because of high court’s order. “We had recruited guest teachers through selection board at block level wise so he appealed to them to have patience because it is problem of 55000 people so its solution can’t possible with immediate effect," said Rawat.
He said that before 15 finance commission state would address issue of administrative unit. So far we have received demands from 22 places. After through survey only two three places seems feasible so far. He would again convene meeting on it. As we don’t want to face legal hassle so we would address every nitty gritty before executing this.
