Non-receipt of budget is the main cause behind all the ailments of the associated hospital of Government Doon Medical College. The hospital has not yet received a single penny from the State Government ever since the Doon Hospital and district women hospitals were merged into the medical college. The Government has only provided the salaries of the permanent employees but yet to release budget due to which the services in the biggest hospital of state are on ventilator. The annual budget of the Doon hospital was Rs 12 crore and the budget of female hospital was Rs 6 crore. To add to the woes of the hospital an amount of Rs 1.50 crore collected by means of user charges is deposited by the cash strapped hospital into the government coffers in last two and half months. The district hospitals are entitled to keep 50 per cent of the user charges with them but since the hospital now is part of the medical college it is forced to deposit the entire amount in the treasury.
