BRP, CRP recruitment: Two teachers' bodies on collision course

Published on:

On the issue of the recruitment in the newly created cadre of Block Resource Persons (BRP) and Cluster Resource Persons (CRP), the two biggest organisations of the teachers in the state are heading for a confrontation.

The Rajkeeya Shikshak Sangh (RSS) an organisation of lecturer Teacher (lT) and lecturers of the state is pitching for the recruitment process to begin, while the organisation of Primary teachers of the state The Prathemik Shikshak Sangh (PSS) is opposing the recruitment drive.

The Education department which initiated the recruitment process for the above mentioned posts stalled the process on the objection of Prathemik Shikshak Sangh (PSS). The PSS had objected the recruitment process and even met the State Chief Minister Harish Rawat who is recuperating at the All India Institute of Medical Sciences (AIIMS) at Delhi on the issue.

The real bone of contention between these two organizations is the eligibility criteria set up by the education department for these posts. According to the recruitment advertisement the serving Head Masters of Primary schools, Assistant teachers of middle schools and lecturer Teachers (lT) with a service of five years were eligible for being appointed as BRP and CRP.

The PSS objected to this and demanded that only the teachers of Primary and middle schools should be made BRP and CRP as these are traditionally the posts of their cadre. The RSS however is contending that since the BRP and CRP would form a new cadre the lecturer Teacher (lT) should also be eligible.

The President of the RSS Karnail Singh told The Pioneer that the objection of PSS on the recruitment process is baseless and he believes that the quality should be the only criteria for the recruitment. The President of the PSS Nirmala Mahar said that the department initiated the recruitment drive without formulating rules and regulations for the newly constituted cadres of the BRP and CRP. She said that only the primary teachers should be eligible for these posts which belong to the Primary teacher cadre.

The education department has initiated the recruitment process for 984 posts of the Cluster Resource Persons (CRP) and 285 posts of Block Resource Persons (BRP) on June 27 under Sarva Shiksha Abhiyan (SSA). It is worth mentioning here that department rechristened the names of Cluster Resource Coordinator (CRC) and Block Resource Coordinator (BRC) to Cluster Resource Persons (CRP) and Block Resource Persons (BRP) respectively as it created a new cadre for these positions.

The CRP and BRP are the basic positions in the education department who are assigned the tasks of training and monitoring the activities of the teachers. Interestingly the serving CRC and BRC are also opposed to this recruitment drive as they would be reverted back to their schools after the new appointments.
