The Army officials and the administration seem to have taken no lesson from the previous incidents in which some persons died and some students were injured when mortal shells exploded.
On February 19, 2012, eight students of Maharana Pratap Sports College were seriously injured when the mortar shell, collected by them from the Army Firing Range, Maldevta Raipur, Dehradun, exploded in the college premises.
Apart from this, two labourers in December 2009 and two locals in December 2010 died in such incidents. Observers opined that with such cases happening at regular intervals, the officers from the defence forces and district administration have remained apathetic.
Notably, in Dehradun district, the Army and the district officers had earlier agreed to erect boundary walls around the firing range and to put up a board there by way of warning. However, these are yet to be implemented.
