BJP’s chief State spokesperson Munna Singh Chouhan alleged on Monday that there is a serious scam in PMGSY because 75 out of 113 contracts were awarded through a single bid. Due to connivance of the Minister, engineer and contractor, hundreds of crores of public money had been looted in the State. He demanded a CBI inquiry into the issue.
He said that the Prime Minister Gram Sadak Yojna (PMGSY) contract is being awarded on slips of cabinet ministers and such tenders are being awarded on the connivance of department’s engineers. He claimed that he had collected the information from rural development department through RTI.
The BJP leader said that as per the rule, contractor should be registered before Public Works Department. But the department had awarded tender without following the norms, he alleged.
“KBM Construction does not have expertise on constructing bridges but they have been awarded tender to construct bridges worth around Rs five crore. Even the company has been given work to do survey and prepare DPR as well. Interestingly, the company which made the DPR was awarded to build the bridges as well. It raises question mark as to why the company was given utmost priority by the rural development department,” he said.
Chouhan further alleged that a chief engineer had earned notoriety as one adept in managing tenders. “So he has been given assignment to manage all the tenders of PMGSY,” he said.
He further alleged that 40 tenders had been given on single bid while 35 tenders had received more than one bid. “But these tenders were allotted to one contractor while other eligible bidders were shown the door on technical ground. Such anomalies can hardly happen without connivance of the minister, engineer and contractor. We are convinced thus that nothing short of a CBI inquiry can unravel the truth behind the shoddy racket that is looting the state’s money,” he said.
He said the roles of five persons-Teekam Singh Rana, Rajveer Singh Rana, Veena Rana, Harjeet Singh Rana and Rajendra Singh Rana- should be investigated.
