Bhati panel submitted report under Govt pressure: Nishank

The verbal tussle between Congress-led State Government and BJP leaders continued even on Monday when former Chief Minister of Uttarakhand, Ramesh Pokhriyal Nishank, raised question on Bhati Commission’s report, which was even tabled in Vidhan Sabha session, last week.

He also challenged that State Government to come forward with justification against the Bhati Commission within 15 days. While addressing the mediapersons in Dehradun on Monday, Nishank alleged that the Bhati Commission, which had probed into the alleged irregularities in Tarai Evam Beej Vikas Nigam during his chief ministership, had submitted the report under State Government’s pressure. “The Bhati Commission itself come under scan as it had breached the most important norms of natural justice of providing a chance to the other party to clarify its stand,” he lamented, adding that commission while preparing the report had deliberately overlooked the relevant articles mentioned in the memorandum of understanding.

According to him, the Article 111 gives right to appoint six directors and out of them one could be appointed as the chairman. Under article 114 if any of the directors was non-governmental officers, he would have to become a shareholder by purchasing shares worth Rs 5,000. After cornering the State Government over this issue, Nishank said that the appointment of State Agriculture Minister Harak Singh Rawat to the post of chairman of Corporation is completely in violation of rules and regulations. He alleged that Rawat had quashed the previous orders and re-appointed RK Nigam, secretary in the Corporation, who was even found guilty of misappropriation of cash worth Rs 51 lakh despite the apex court had recommended fresh probe into the matter. Nishank also demanded from the State Government to order CBI probe on even Bhati’s Commission and clarify Government’s stand on this issue.
