Election Commission of India having conceived personnel e-postal ballot system across the country to enable the armed forces personnel to vote while on duty to places far from the constituencies they are voters of, the service persons from Haridwar, Jwalapur and laksar constituencies-all in Haridwar district- would cast their votes through the newly introduced system.
Earlier, the service personnel used to be sent ballot papers through postal services. After exercising votes, they used to send the same on post. What happened in most of the cases was that the postal ballots reached the counting centres late. Often they used to arrive much after the votes were counted, resulting in the wastage of the votes.
Aware of this problem, ECI has introduced the e-postal ballot system, said a senior Haridwar district election official, adding that in the initial phase, three constituencies of the district have been chosen for the execution of the system. Under this system, the postal ballots of the serving personnel would be sent by the returning officer concerned to the unit record officer of the Armed Forces. The unit officer on his part would make available the postal ballots for the service men online, the district election official said.
It is learnt that a PIN number would be generated for each of such voters and the voters would get one- time password on his mobile after he registers the PIN and the mobile numbers.
They would cast postal votes using the passwords. After the votes are cast the postal ballots would be sent online as well.
The district information officer Manoj Srivastava said that the e-postal ballot system is an efficient system introduced by ECI after much consideration and the district administration has been working hard to implement the system.
