The State Women Security Cell in-charge and additional SP Mamta Vohra who has been made investigating officer returned to Dehradun from New Delhi on Friday after recording the statement of the woman who has accused additional secretary (home) JP Joshi of sexually exploiting her for two years on the pretext of giving her a job.

The case was registered against Joshi under IPC section 376 for rape and section 506 for criminal intimidation in Pandavnagar police station, East Delhi, from where it was later transferred to Kotwali police station, Dehradun.

A team of Dehradun police headed by CO Harish Chandra had gone to Delhi on Sunday to examine the zero FIR lodged by the woman against Uttarakhand bureaucrat who was accused of rape on November 22 and returned with the copy of the zero FIR on Monday.

State Inspector General of Police Ram Singh Meena said that police would conduct investigation based on recorded statement.

After collecting evidence, police will take action against the accused. Police are conducting independent and impartial investigation in connection with this case, he reiterated.

Talking to The Pioneer, ASP Vohra, who is heading the investigating team comprised of two sub-inspectors and a head constable, said, "In connection with this case, I have recorded the statement of the victim in New Delhi and returned to Dehradun on Friday. As investigation is on so I cannot disclose any information regarding this case," she added.

A senior police officer said, "We are working on the case and the investigations are on to assess the facts. The special task force of the police has been directed to assist the police officers in the investigation."

It may be mentioned here that a zero FIR filed in east Delhi against the State additional secretary (home), who has been accused of rape, was transferred to Dehradun on Monday. Following this, Police had registered a case against Joshi under sections 376 and 506 of IPC at Kotwali police station.

Sources said that the victim had expressed her dissatisfaction over the case being transferred to Dehradun from Delhi.

The victim said that she had no confidence in Uttarakhand police since the accused was an influential bureaucrat.

She also alleged that a police officer posted in Dehradun had threatened her to take back the complaint. In fear of being arrested in the counter case of blackmailing lodged against her by Joshi in Dehradun, she secured transit bail for two weeks from district court in Delhi.

Critics said that the State Government is unlikely to take administrative action against additional secretary Joshi, until he is arrested. Joshi still holds the charge of additional secretary home. They questioned why the official was not being suspended from his position. Had it been a common man the police would have sent him to jail by now.

In connection with this case, recently Uttarakhand Chief Minister Vijay Bahuguna had directed the State director general of police to conduct a probe into a woman's allegation of rape against additional secretary Joshi.
