The attrition among the teachers' organisations of the State has ensured that the appointment process for the newly-created cadre of Block Resource Persons (BRP) and Cluster Resource Persons (CRP) has been stalled.
The department had initiated a process of recruitment in the cadre of BRP and CRP in the month of June 2014. The leaders of Prathmik Shikshak Sangh (PSS) protested against creating new cadre and the department's plan to allow the lecturers and lecturer Teachers (lTs) in the process of recruitment.
Notwithstanding their protest the department went ahead with the examination which it conducted in the month of December last year. The department selected 1259 candidates for the post recently but it is dithering on giving appointments to them as the Rajkeeya Shikshak Sangh (RSS) and PSS continue to be at loggerheads over the issue. Interestingly, the department is losing due to the delay in appointments as these posts are from Centrally-funded Sarva Shiksha Abhiyan (SSA).
In a recent meeting with the leaders of RSS the state Chief Minister Harish Rawat had advised that the leaders of the two associations should sort out the matter. However, the leaders of the two organisations are yet to meet on the issue.
The Right of Education (RTE) mandates that every education cluster should have experts in subjects like English, Mathematics, Science and Social studies and they should help out the academic problems of the teachers of their subjects.
Interestingly most of the teachers which are selected are either lT or lecturers. The creation of the new cadre also means that the serving Block Resource Coordinators (BRC) and Cluster Resource Coordinators (CRC) would have to be reverted to their original schools.
The General Secretary of the RSS, Sohan Singh Majila said the selected candidates should be given appointments in the new cadre. He, however, added that the issue would be sorted when the representatives of the two organisations meet.
The General Secretary of PSS, Digvijay Singh Chauhan said that the primary teachers believe that the post of BRP and CRP should be the reserved for the teachers of their cadre. He said that the primary teachers are agitated over the fact that their promotional avenues are being truncated.
Chauhan said that the PSS is of the opinion that the serving BRC and CRC who had cleared departmental examination in the year 2002-03 should be absorbed in the new cadre of the BRP and CRP.
