Applications for Diploma sans recognition invited

The Uttarakhand Vidyalayi Shiksha Parishad (UVSP) Ramnagar has invited applications for two-year diploma in elementary education (DElEd) course. Interestingly, chances are high that these examinations could prove useless as the National Council of Teacher Education (NCTE) has not given its recognition for any institute in the State for the two year DElEd course.

The UVSP Ramnagar has sent the application forms to all chief education officers (CEO’s) of the State who in turn has dispatched them to Block Education Offices (BEO’s) and now the forms are available to applicants, the last date of submitting the forms is April 10 and examination would be taken in second week of August. The cliché, however, is that the NCTE has not yet recognised any institute of the State for conducting the two years DElEd course.

The president of the Association of self financed institutes of Uttarakhand Sunil Agarwal told The Pioneer that 13 District Institute of Education and Training (DIET) and 12 private institutes of State had applied for NCTE recognition but the State Government asked the NCTE to give recognition only to Government institutes. Agarwal said that the NCTE raised many objections in the applications of all DIET’s and all these institutes have not cleared these objections till March 3 which was the last date for getting recognition for the session 2014-15 as per the decision of Supreme court in the year 2012.

He said that NCTE conducted its 225 meeting at Jaipur from February 25 to March 1 and gave recognition of 298 new institutes and no institute form Uttarakhand was in this list. The Principal of DIET Dehradun RK Uniyal told The Pioneer that his institute had sent its reply to the NCTE’s objection regarding land ownership details of the institute.

The Secretary of Uttarakhand Vidhyalayi Shiksha Parishad (UVSP) DR Mathela said that the UVSP had invited application for DElEd as per the Government orders and if the process of recognition was delayed than the process of examination too would be extended. UVSP has kept an examination fee of Rs 500 for general, 225 for SC, STs and 125 for physically challenged candidates.
