The DM had appointed ADM Navneet Cheema as inquiry officer to inquire into the company in September 2013 following financial transactions, irregularities with local youth in Sarva Shiksha Abhiyan under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and collection of `500 as application fee by the firm. District education officer Hari Ram Yadav said that the department had outsourced appointments to more than 100 posts to the company and was itself not responsible for selection and appointment.

The unemployed youth are angry and alleged that no information was provided and no interview was taken for the appointments. The inquiry officer said that Surgery Corporate was registered under the Registration of Indian Societies Act. The ADM said that the chief treasury officer had stated that bodies registered under this Act can work only for charity and not for commercial purpose. The DM has directed the officer to ascertain whether the task given to the company was valid.
