While reiterating his Government’s commitment to weed out corruption from the State, Chief Minister Trivendra Singh Rawat said on Saturday that a three-window system would soon be introduced at the Secretariat to speed things up. “Now, the files passing through seven to eight layers are delaying the action to be taken on the files,” he said. He was addressing the State BJP executive committee meeting being held in Nainital.
He also said that they were also focused on arresting migration by providing jobs to the people living in the hills of the state. He laid stress on the execution of the Swachhta Abhiyan in full sincerity. The BJP national general secretary Shivprakash was present at the meeting along with a host of senior state party leaders. This being the CM’s first interaction with the party workers and functionaries, Rawat courted loud applause for every commitment he made during his address.
Rawat said that currently, the files mooted by the section officer wander about several tables –those of under secretary, deputy secretary, joint secretary, additional secretary, secretary and principal secretary-before reaching the tables of the minister concerned and the chief minister. “The time lag must be shortened to speed things up. It is with this objective that we are introducing the three window system involving section officer, additional secretary and secretary/principal secretary. This would save time and the projects would be cleared much sooner,” he said.
He said that his government would not brook corruption in any form while mentioning the crusade it had started. “Everybody indulging in corruption must face the consequences,” he said.
Speaking of the importance of employment generation as a means to curb migration, he said that he would sit with the experts in a brain storming session soon to evolve ways to stop migration. “We are convinced that the people are leaving their villages in their hordes for better livelihood and other opportunities eluding the hills. We would start things from the level of localities,” he said.
CM also stressed on the implementation of Swachhta Abhiyan on the ground while adding that the footfalls of the tourists would rise with the cleanliness campaign being launched in all its seriousness. “We are also working on cleaning Ganga under Namami Gange scheme under which we would ensure natural flow of the holy river. We are planning to promote village tourism so as to make sure that the tourists in increasing number venture to the villages. This would enable them to get first -hand experiences of the village life,” CM said.
