A scary Diary
A diary recovered from a senior officer of a particular department who has been under suspension during a raid by the Vigilance department is sending shivers down the spines of many. The diary is supposed to contain names of many babus and other officers involved in unlawful transaction of money held over a long span of time. The administration is piqued over the Vigilance department sitting on the diary. Besides, the officials of the department to which the suspended officer belonged to are pressuring the administration to suppress the diary by any means. They fear that many of the officers would get exposed in case things are probed properly. In the first place, the raid was made flouting the norms with the officer remaining under suspension. The intriguing question is why the Vigilance department took the pains. Not surprisingly, after the diary was seized those running the department concerned are trying all means to persuade the administration to leave the inquiry to them. The Vigilance department on its part is keeping a studied silence on the report it is supposed to send to the administration. It is spawning questions as to whether the Vigilance officers have interest of their own to keep things under wraps. Maybe, they are interested to conjure up money out of the vulnerable officers named in the diary. It would have to be seen whether the administration would help things getting exposed, whatever the cost, or would work at the bidding of those who are having vested interests in helping them get away with the ill-gotten money earned through murky deals the diary details. Things are hardly inspiring, given the rot embedded in the system. Anyway, in case the inquiry is scuttled by having it finally left to the department to which the suspended official belonged it would amount to the case of police being stopped from probing a rape with the inquiry being left to the department to which the rapist belongs.
Secretariat deceived
The Secretariat, known as the nerve-centre of the state government, issues government orders (GOs) and the district administrations follow religiously. It is being believed that the Secretariat issued order after thorough probe but has been caught flabbergasted after it was found that a few officers who came from UP after Uttarakhand was carved out in 2000 have served the state and got promoted on forged documents. Now, the secretariat officials are engaged in covering things up. True, they have written to the UP officials asking for detailed information about them. However, many say that it is nothing but an attempt to shove the matter into oblivion. Notably, during the time when UP was undivided these officers were sent to UP secretariat on deputation from departments. later, they started introducing themselves as assistant reviewing officers (ARO), sans any seal of the UP government. When Uttarakhand came into being they joined the secretariat here as AROs. Intriguingly, the department of personnel here did not care to probe the antecedents of these officials shifted from the UP secretariat. Since then, they have been promoted at least thrice. Things came to the fore recently after a group of officers sought their detail from their UP secretariat. In communique UP secretariat said that they had worked there on deputation sans any merger. later they complaint to Secretariat Administration (SAD). Now SAD left wondering over its lapses, it can hardly be ruled out that more such cases would tumble out in case it goes for a thorough probe.
