In October 2009 general election to Haryana Vidhan Sabha, six HJC members were elected. In November 2009, five members submitted applications to the Speaker saying the “legislators of Haryana Janhit Congress have decided to merge the party with the Indian National Congress”.
On the same day, the Speaker without notice to the HJC president, passed two orders accepting the alleged merger. The move had come after the Congress failed to get majority (45 seats) in 90-member House. It was only after five HJC (Bl) MlAs deserted their party and merged with the Congress, besides the support of seven Independents and a lone BSP member, Bhupinder Singh Hooda formed the government.
HJC chief Kuldeep Bishnoi, who was the lone party MlA left, had challenged the Speaker’s order passed on January 13, 2013, whereby he had rejected his application regarding disqualification of the five MlAs of HJC.
