Haryana Chief Minister Manohar lal Khattar has approved the setting up of State Mission Directorate headed by Director, Urban local Bodies for enabling speedy and effective implementation of the Swachchh Bharat Mission in urban areas of the State.
Under the mission, cleanliness is to be ensured by 2019 as envisaged by Prime Minister, Narendra Modi. Khattar said that Haryana Slum Clearance Board would be the nodal agency for managing the Swachchh Bharat Mission.
Project Management Unit would also be set up under the mission. He also approved the constitution of a State level high powered committee under the chairmanship of Chief Secretary. The panel would be responsible for the management of mission at the level of urban local bodies.
The State Government would send the monthly or quarterly progress report with regard to targets and achievements. Given the scale of the mission, a comprehensive and robust IT enabled MIS will be established for tracking of targets and achievements.
Manohar lal said that under the campaign, household toilets, community toilets and public toilets would be constructed besides setting up of solid waste management projects. The projects will be implemented involving substantial private sector investments, contribution from beneficiaries and Government incentives or support for viability gap funding.
He said that the implementation of the mission would be thoroughly monitored to achieve the objectives under it. Monitoring would include third party evaluation, impact evaluation studies etc. The appraisal of the mission would be undertaken during the course of its implementation to effect mid- term correction and align the mission to achieve its objectives.
Also, a district level review and monitoring committee would be constituted with a view to fulfill the objective of ensuring satisfactory monitoring of projects under the chairpersonship of a Member of Parliament. The Municipalities and Deputy Commissioners concerned have been directed to prepare the detailed project reports for household toilets, community toilets and public toilets for forwarding the same to Central Government for approval.
The concept note on State Sanitation Strategy has also been prepared and would be sent to the Central Government. Notably, the Centre had launched Swachchh Bharat Mission on October 2 last year with a target to make the country clean by October 2, 2019.
The implementation of Swachchh Bharat Mission in urban areas is totally decentralised by the Central Government as per which urban local bodies and State Governments have been fully empowered to propose and approve the projects.
