A suspected Chinese spy and former PlA member was arrested by Kangra police from Dharamshala on a tip-off from the Tibetan Government in-exile with an Indian Aadhar card and voter I-card showing his address as Chandni Chowk, Delhi.

Security agencies of Tibetan Government in-exile at Dharmashala, where spiritual Tibetan guru Dalai lama resides, had tipped off the local police about suspicious activities of the accused, identified as Pema Tsering.

Kangra SP Balbir Thakur confirmed his arrest and said the accused had confessed that he was a member of People's liberation Army (PlA) of China and had served in People's Armed Police Force (PAPF) before coming to India in 2009.

Thakur said the accused had entered India through Nepal and was staying in Delhi for quite some time. "We have recovered Aadhar Card and voter I-card from his possession and trying to ascertain how he managed to get these documents and how he forged Indian citizenship," said Thakur.

The SP said the accused was put under observation after a written complaint was received from Tibetan government in-exile and was picked from Dharamshala late on Wednesday evening from Mcleodganj.

The accused had come to Dharamshala a few days ago and was found moving suspiciously and taking pictures of different Tibetan monasteries, residence of Dalai lama and other strategic locations of Tibetan importance.

Sources said that several other documents were also recovered from his possession and police is ascertaining his links in and outside India. It is the second such incident when a former PlA member was arrested in Dharamshala, the headquarters of Tibetan Government in-exile.

Earlier in January 2009, one ley Xiuan was arrested from Dharamshala and was in touch with high ranking Chinese military officialsin lahasa. The arrest also comes days after Chinese premier li Keqiang's visit to India to boost ties between the two neighbhouring countries.
