Taking stern action against corrupt officers, the Haryana Government on Friday suspended Naib Tehsildar, Manesar Sanjeev Kumar and ordered disciplinary action against Tehsildar, Ferozpur Zhirka Vijay Singh, for registering sale deeds without obtaining No Objection Certificate (NOC) during their posting in Rewari tehsil. An official spokesman said that some people earlier complained to Divisional Commissioner, Gurgaon, Rajeev Ranjan, that large number of sale deeds were registered in Rewari Tehsil without obtaining NOC.
Acting on this, Divisional Commissioner, Gurgaon asked the Deputy Commissioner, Rewari for a detailed report in the matter. The spokesman said that as per Section 7A of the Haryana Development and Regulation of Urban Areas Act, 1975, NOC from Town and Country Planning Department is required before registration, notwithstanding provisions of Section 17 of the Indian Registration Act, 1899.He said that the preliminary enquiry report revealed that large number of sale deeds in violation of Section 7A of the Haryana Development and Regulation of Urban Areas Act, 1975 was found to be registered in just two weeks which also had a number of non-working days. Two revenue officers were found to be involved in this.
While Vijay Singh, the then Tehsildar Rewari, in four working days registered 80 sale deeds out of which 7 sale deeds were registered without obtaining NOC,  Sanjeev Kumar, Naib Tehsildar in just 4 working days from December 24 to 31, 2014, registered 224 sale deeds which is almost three times sale deeds registered by Tehsildar, added the spokesperson.
He said that it was found during the enquiry that almost half of such sale deeds were registered without obtaining necessary NOC. In all, 109 irregular sale deeds were registered in just four working days, which is more than the total number of regular sale deeds registered in same tehsil by another Tehsildar in same number of working days.
The spokesman said that there could be possibility that all these sale deeds, which could not be registered due to lack of NOC, were cleared and registered in just 4 working days of last year by Naib Tehsildar, Manesar,  Sanjeev Kumar, who was posted at Rewari during the time of incidence.
