Reconstituted SPCA in Haryana soon

Published on:

To protect the citizens against abuse of police powers and run the State Police Complaint Authority (SPCA) properly, Haryana Government has decided to reconstitute its SPCA with more powers and some important basic changes.

“We have decided to increase the numbers of members of SPCA from one to three including one chairman and two members of the authority. To implement it, State Government has already planned to form a cabinet committee consists of three Cabinet Ministers, who would prepare the complete design for this upcoming SPCA”, said SC Chaudhary, Home Secretary, Haryana. Sources said the SPCA is not working for the last around three months since, its chairman HS Rana (a retired IAS officer) retired on August 15 this year. Rana took the charge of chairman of the authority, since its inception on September 13, 2010.

The SPCA had been asked to look into complaints of “serious misconduct” on the part of the police officials, in several cases including death in police custody, rape or attempt to rape and grievous hurt in police custody even. Chaudhary added that Cabinet committee will take up the issue of SPCA in the next cabinet meeting for its approval. While giving some details about the authority, Chaudhary said that it has also been decided to give more powers to work efficiently, for that district level police control authorities will also be formed under one SPCA.

State Government will bring amendment in the present State Police Complaint Authority Act too, added Chaudhary.
