Punjab removes 'immunity' of Government employees

In what is being viewed as a regressive decision, the Punjab Government has amended its policy to transfer an employee at the fag-end of his professional career.

An amendment carried out in the existing policy has now taken away the “immunity” from the employees, which prohibited transfer during the last two years of service. From now on, the employees who have only two years left in Government services can now be transferred in the State as earlier they were getting immunity from transfer.

Spokesperson of the state personnel department said that the recent amendment has given mandate to the administrative heads to transfer those employees who are going to retire within two years. He said that earlier administrative heads were prohibited to transfer such employees who have only two years left in government service.

The decision has been taken after in-depth deliberation at higher level, he said, adding that this action is aimed at bringing more transparency in the transfers and upgrade the working of the government machinery. Spokesperson of the Personnel Department (Personnel Policies-II Branch) said that the other instructions in this regard would remain the same as was circulated in the notification issued on June 17, 2014.Only that sub-section of the earlier instructions has been stuck off, which reads as “any employee due for retirement in two years should not be transferred for the station he was working on”, he added.
