The Manohar lal Khattar-led Haryana Government may have been boasting of ensuring overall development in the State during its two years tenure but maximum number of projects announced by the Chief Minister “remained on paper”.
Chief Minister Manohar lal’s public meetings held in various constituencies of the State during past two years have so far resulted in 2,882 announcements related to new projects and schemes, out of which less than
20 per cent have been implemented so far.
Out of the total of 2,882 CM announcements till December 6, 1,669 announcements related to 15 key departments are still pending. The departments included Public Works (B & R) with highest 277 announcements pending followed by 241 of Development & Panchayats, 223 of Urban local Bodies, 181 of Agriculture & Farmers’ Welfare, 173 of Irrigation & Water Resources, 129 announcements of Sports & Youth Affairs, 81annoucements related to Education Department (school), 73 of Health Department among others, as per the government’s data.
According to Government’s ranking of various departments, the Sports & Youth Affairs Department tops the list of 15 departments with 88.36 per cent of
CM’s announcements
still pending.
At present, about 780 projects are in progress in key 15 departments with highest 164 projects related to Public Works (B & R). As far as implementation of the CM announcements is concerned, 250 projects of 15 departments have so far been commissioned in the State.
Several departments have even failed to send the
updated information to the CMO related to execution of projects.
“During the review meeting of CM announcements held last month, the key departments were directed to expedite the projects. The same will be reviewed during the next meeting to be held on December 22,” said a senior official of the State Government.
During the previous meeting, it was observed that the departments are far
below the target of atleast 50 per cent announcements ‘commissioned’ and atleast 95 per cent ‘in progress’ by March 2017.
Following the completion of two year BJP’s rule in Haryana, the Opposition parties INlD and Congress had also slammed the BJP for not delivering on poll promises and even, failing to implement CM announcements.
The senior official said that earlier there were some problems related to feasibility and land availability for the projects announced by the Chief Minister but now, the government is working on it and all departments have been asked to send a list of those announcements, which are not feasible and were made without consultation of the Department. Besides, they have also been asked to send the details of land required for the implementation of the projects, he said.
He added that many departments have not updated the CMO about the status of projects and details have been sought from them in this regard. To review the status of projects, the government has prepared ranking of top 15 departments in categories namely ‘pending’, ‘in progress’ and commissioned’ announcements, said he.
Notably, following the delay in execution of projects, the State Government had also constituted a Committee under the chairmanship of Additional Chief Secretary, Revenue to expedite the process of identification and making available the land for implementation of Chief Minister’s announcements. Additional Chief Secretary, Development and Panchayats, Principal Secretary, Urban local Bodies and Principal Secretary, Monitoring and Coordination were made the members of the Committee.
