Petty grant for Ministers hiked to Rs 25l

Published on:

Haryana Government on Saturday approved enhancement of the petty grant of Member of Council of Ministers from Rs 6 lakh to Rs 25 lakh per annum from the current financial year.

The State Cabinet which met under the chairmanship of Chief Minister Manohar lal Khattar approved the enhancement.

With the decision, the Ministers in Haryana will now have an enhanced grant to distribute.

Petty grant is the assistance which is being given to the needy people and institutions by the Members of the Council of Ministers, said an official spokesman.

The Ministers had been complaining that the petty grant was too small and they could not distribute enough amount to the needy persons and institutions in the state. Haryana has 14 Ministers, including the Chief Minister. Eight ministers (excluding the Chief Minister) are of Cabinet rank.

The Cabinet also decided that the budget session of Haryana Vidhan Sabha will commence from March 5.

During the meeting, the Government  has also approved to change the name of Environment Department to Environment and Climate Change Department.

Changed name of Environment Department will give a sense of sharing to the general public that this Department is committed to reduce the impact of climate change, the spokesman said.

In another decision, the cabinet approved amendments in Haryana Architecture Technical (Group C) Service Rules notified on October 26, 1990. The rules would be known as the Haryana Architecture Technical (Group C) Service (Amendment) Rules, 2018.

As per the amendments, Diploma in Architectural Assistantship with Hindi or Sanskrit upto Martic or Higher Education will be required for appointment through direct recruitment on the post of Assistant Draftsman.

Similarly three years experience as Assistant Draftsman alongwith Hindi or Sanskrit upto Martic or Higher Education will be required for appointment on transfer or deputation basis, the spokesman added.

Residential plot to widow of martyr Mohammad Sadiq

Haryana Government has decided to give a residential plot to the widow of a soldier, Mohdammad Sadiq, who was killed in an anti-militancy operation in Jammu and Kashmir in the year 2000.

The Cabinet approved a proposal of Gram Panchayat, Bijopur in block Ballabhgarh at Faridabad to give 200 square yards residential plot to Mamuna, widow of martyr Mohammad Sadiq who died in ‘Operation Rakshak Jammu and Kashmir-2000’.

Approval to gift plot to Mamuna has been given keeping in view Rule 13 of the Punjab Village Common lands (Regulation) Rules 1964 which provides that a gram panchayat with prior approval of State Government can gift land in shamilat deh vested in it for residential purposes upto the extent of 200 square yards, to the members of defence forces and paramilitary forces seriously injured and rendered handicapped or to the dependent families of such members killed, in any war or counter insurgency operation during their service, not having sufficient residential accommodation, the spokesman said.

Amendment in innovative financing of MRTS projects approved

An approval was given to amend the policy for innovative financing of mass rapid transit system (MRTS) projects.

As per the amendment, the ground coverage in case of commercial  use cases has been increased to 60 per cent. However, other parameters regarding parking and open space would remain unaltered.

The government spokesman said that Haryana Building Code-2017 allows the ground coverage of commercial projects upto 60 per cent whereas the ground coverage was restricted to 50 per cent in Transit Oriented Development (TOD) zone as per the policy. Further, the permissible Floor Area Ratio (FAR) in TOD zone (500/800 meters) is double the permissible FAR for normal case of commercial colony that is outside TOD zone.

Since, the permissible ground coverage in TOD policy for mixed land use and commercial use was not in consonance with Haryana Building Code-2017 and the lesser ground coverage may cause increase in the project cost, it has been decided to increase the ground coverage in case of commercial and mixed land use cases to 60 per cent, he added.
