The Opposition—Indian National lok Dal and Congress — on Monday attacked the Manohar lal Khattar Government for not responding to two key questions listed during the question hour.
The replies of two questions, including on the issue of Nandishala Foundation Centres asked by ClP leader Kiran Choudhry and another on criteria of recruitment on outsourcing basis asked by INlD MlA Ranbir Gangwa, were not tabled by the State Government.
Both Kiran Choudhry and Ranbir Gangwa expressed displeasure over the attitude of the Government in submitting replies during the question hour.
On this, Speaker Kanwar Pal Gujjar said that as per the rules, extension can be given for submitting replies. The Ministers had sought time to reply and hence, extension has been given, he said.
Reacting to this, leader of opposition and INlD’s senior leader Abhay Chautala said, “How can they become Ministers if they can not give reply on an issue related to their Departments. They should leave their ministries.”
All the INlD and the Congress legislators then demanded the Government’s reply to the two questions.
INlD MlA Ranbir Gangwa said, “I had asked a question on criteria of recruitment on outsourcing basis. The Government had promised to give reservation to SC/BC in recruitments through outsourcing basis. But now, they seemed to have changed their decision and hence, did not reply in the House on the same.”
Responding to INlD MlAs, Chief Minister, Manohar lal said that the matter of giving benefit of reservation in jobs under outsourcing policy to candidates belonging to Scheduled Castes and Backward Classes, is under consideration with the State Government.
Hitting out at the Opposition, Manohar lal said that till now, be it the INlD Government from 1999-2004 or Congress Government till 2014, no Government had the courage to extend benefit of reservation to Scheduled Castes and Backward Classes under the outsourcing policy.
He also said that there are 51 Departments in the Government and each Department engage employees under outsourcing policy as per its requirement and every year changes are made in it.
Hence, we sought time to submit the reply to the question which had sought district wise data if employees appointed from 2014 to 2018, added he.
Manohar lal also stated that the Speaker has asked the Chief Secretary office to submit details of employees engaged under outsourcing policy from April 1, 2014 to January 31, 2018, within one week.
