Now, Punjab PCS Officers Also Demand Fulfillment of Their Long-Pending Demands

On the sidelines of the ongoing strike by the state’s revenue officials, the Punjab Provincial Civil Services (PCS) Officers’ Association on Friday submitted a memorandum to the Chief Secretary Anurag Agarwal to express their concerns and demand the fulfillment of their long-pending demands, including those related to their pay scales and career progression.

In the memorandum, the PCS Officers’ Association raised concerns about the Government's failure to implement the long-pending demands of the PCS cadre. These demands were either accepted in principle during a meeting with the Chief Secretary in January 2023 or were supported by written orders issued by the Chief Minister, it pointed.

The Association also expressed deep concern over the denial of entry of all young officers of Punjab into Group A services. “This move, aimed at implementing the recommendations of the Pay Commission, is seen as detrimental to the officers who would otherwise have opportunities for deputation to various departments of the Government of India,” read the memorandum.

The officers argued that this stance contradicts the Punjab Government's agenda of retaining talent in the State and reversing the trend of emigration.

The memorandum highlighted that at least nine other states have fixed the initial pay scale of state services officers at Rs 56,100 or above, equivalent to Level 10 of the Central Pay Commission scales. In contrast, Punjab PCS officers are facing a downgraded entry level pay scale. The officers argued that this downgrading is unfair as it equates the PCS cadre’s post with a DANICS cadre post, even though PCS officers join at a higher level. This situation results in a lower scale for PCS officers compared to some other positions within the government.

The issue of basic pay remains unresolved for PCS officers. Some affected officers had approached the High Court, and relief was granted based on specific cases, indicating that this issue needs to be addressed.

The memorandum emphasized that the issue of assured career progression remains unresolved and needs attention. The PCS Officers’ Association is urging the Government to take immediate action to address these concerns and fulfill the long-standing demands of PCS officers. They argued that failing to do so would hinder the prospects of Punjab’s youth from attaining Group A posts in the future.

“The issue of assured career progression needs no reminder, but sadly the same also stands unresolved…If this decision continues then the youth of Punjab will not get Group A post in future,” it added.

The demands put forth by the PCS Officers' Association highlighted the need for equitable treatment and fair career progression for officers in the PCS cadre in Punjab. The Government’s response to these demands will likely have implications for the career prospects and morale of PCS officers in the state.
