The Haryana Vidhan Sabha, where debates usually end in noisy scenes, on Wednesday discussed the danger of noise pollution. Also, a demand was made to impose a complete ban on DJ music in Haryana. From Chief Minister Manohar lal Khattar to Speaker Kanwar Pal Gujjar, many legislators including the ones with soft and low voice expressed their opinion on dealing with noise pollution in Haryana.
The demand to ban the DJ music was made during the calling motion attention on negative effects of noise on environment and human being moved by Congress MlA Karan Singh Dalal. Citing examples of villages and Khaps that have banned the DJ music in their areas, the Congress MlA demanded that the State Government should bring a legislation to ban playing of DJ and should also ban other noise pollutants in the State.
The MlA also quoted previous studies and reports drawing attention towards how the playing of DJ in marriage functions and other celebrations is not only affecting the people especially elders and children but also birds and animals. In the past, many Khap Panchayats in Haryana have imposed a complete ban on playing of music by DJs pleading that it not only violates the peaceful environment but also leads to violent incidents as youngsters dance in an inebriated conditions on DJs and engage in unruly behavior.
The State Government, however, turned down the demand to ban the DJs while assuring the House that Government will support the villages and Khaps that would decide on banning the DJs. Replying to the motion, State Environment Minister Capt. Abhimanyu said that the imposition of complete ban on playing of DJ and other noise pollutants in the State is neither desirable nor practical.
Though not many studies have been done in Haryana, yet studies worldwide have shown that noise pollution not only affects the human beings as well as environment. Capt. Abhimanyu added that the State Government would enforce the laws to control noise pollution in the state. Intervening in the discussion, the Chief Minister Khattar, in a lighter mood, pointed out that the House should also be committed to reduce the level of noise pollution.
Adding to this, the Speaker Kanwar Pal Gujjar asked the legislators to take note of it and to reduce the noise pollution in the House. Responding to this, Congress MlA Karan Dalal stepped up his volley of attacks against the BJP led State Government saying, “The State Government has decided to ignore the increasing noise pollution levels… The Government has DJs outside the assembly and Health Minister Anil Vij inside the Assembly for increasing the noise pollution levels, said Karan Dalal while taking a dig at Vij, who is known for his outspoken nature and blunt words. As Vij was not present in the House when the comments were made, the BJP legislators looked the other way and spared Karan Dalal for the comments.
