Haryana could soon have a new transfer policy for doctors and employees of the Health Department, Health Minister, Anil Vij, indicated on Tuesday. Addressing civil surgeons of Haryana through video- conferencing here, Vij said that digital data of all doctors and employees would be prepared to pave the way for transfers on the basis of merit.

Various other issues like sex ratio, swine flu, construction of buildings in hospitals, recruitment of employees on contract basis, and visits of civil surgeons to Primary Health Centres (PHCs) and Community Health Centres (CHCs) were also discussed.

The Health Minister directed the civil surgeons to get installed CCTV cameras in hospitals by March 31, this year. All district hospitals would be linked online with Director General, Health Services, Additional Chief Secretary, Health, and the Health Minister, so that any file could be tracked easily.

Vij issued directions that no doctor would prescribe any medicine on patient's card to purchase from outside because the state government is providing free treatment facility. In any doctor did so, action would be initiated against him.

He also directed the civil surgeons to send list of useable, repairable, defective equipment and articles within one month. Vij directed the district medical officers to send at the earliest full information of approved, under-construction and built-up projects in their districts.

He also sought within one week list of such doctors as are not coming to office so that appropriate action could be initiated against them. Schemes should be made to facilitate cleanliness, whitewash and other works in all hospitals, PHCs and CHCs and, for this employees would be engaged under the outsourcing policy.

The recruitment of employees on contract basis would be done on merit basis. Praising the district medical officers for controlling Swine Flu, the Health Minister said that they should keep full information on the patients getting treatment in private hospitals, and give necessary directions to the hospitals from time to time so that they get proper treatment.

The Government has all resources for proper treatment of the disease, he added. To have a complete check on the menace of female foeticide, Vij directed all DMOs to inspect ultrasound machines in their districts in one month so that action could be taken against those indulged in illegal practices.

Police, Health Department and other secret agencies would also help in gathering information. The State Government is planning to frame a law under which every woman could register herself after three months' pregnancy, he added
