The new integrated licensing policy (NIlP) of the Haryana Government is likely to generate direct and indirect revenues worth `50,000 crore to `1 lakh crore for the state exchequer in about next two years, said Finance and Industries Minister Capt. Abhimanyu on Monday.

“This new integrated licensing policy has the potential to generate Rs 50,000 crore to Rs 1,00,000 crore of direct and indirect revenues and earnings for the government in just couple of years,” said the Minister at a conference on 'Ease of Doing Business' in Gurgaon -- jointly organised by Assocham and Gurgaon Chamber of Commerce and Industry (GCCI). He said that the new integrated licensing policy in real estate sector is revolutionary and it will unleash next level of reforms in real estate regulatory framework in Haryana. With this, licensing is going to be very easy and smooth.

The Minister also said that there is a need to promote healthcare, education and entertainment sectors in Gurgaon.

Gurgaon can be developed as 'lifestyle destination of India,' this is what all stakeholders including the industry leaders and general public should yearn for. Gurgaon can be developed as a hub for medical tourism on the lines of Singapore, Thailand and Philippines, said Capt. Abhimanyu.

He added that with a view to push ease of doing business in Haryana, the State Government is looking to give approvals, clearances and sanctions on various fronts through online mode.

The Government wants to create an environment where we do not have to deal with anything offline at all, we want to avoid human interaction as much as possible so that everything works smoothly, said the Industries Minister.

Capt Abhimanyu said, “The State Government is also working on creating a state resident database, which would be a demographic and geographic database. Once we do this, we believe that every inch of space has an opportunity for entrepreneurship and every individual in his own capacity has tremendous potential to be an entrepreneur. We aim to make Haryana as the land of entrepreneurs.”

The Minister added that till recently, the IT preparedness of the state was at an abysmally low level of less than 74 per cent of UIDAI registration which has shot up to 95 per cent in the past 13 months.

“We were shocked to know that whole functioning of the Excise and Taxation Department was not at all computerised, forget about the assessments, the registrations, issuance of C-forms, refunds and so many more things. In the last six months, we have issued more than 300,000 C-forms after going online,” he informed.

Talking about the state's Enterprise Promotion Policy, the Minister said that people have now forgotten the era of 'policy paralysis' as the new regime has taken a slew of measures in the last 18 months.

The State Government has decided to organise the ‘Global happening Haryana summit’ in Gurgaon on March 7 and 8, he added.

He informed that the Government will also organize Non- Resident Haryanavi summit on March 9 for the first time in Haryana’s history to promote the industries and entrepreneurship in the State.
