The Monsoon Session of Haryana Assembly commencing on Friday is set to be a stormy affair with principal Opposition party INlD and Congress set to corner the ruling BJP-led State Government on issues, including Jat reservation, Swaminanthan report, crop insurance scheme, deteriorating law and order among others.
The short session would prove to be an acid test for the ruling BJP as it would be hard pressed to explain its position on several issues.
As the ruling BJP gears up to get passed several important Bills in the State Assembly, the opposition parties are also ready to corner the ruling party on issues including worsening situation of law and order, non-implementation of Swaminathan report, recommendation of CBI inquiry into cases related to February’s Jat quota agitation, crop insurance scheme, alleged favoritism in Government recruitments.
Both INlD and Congress have decided to stall house proceedings on the issue of crop insurance scheme if the Government does not debate on it on the floor of house.
The INlD has also geared up to raise the Jat reservation issue while Congress has decided to corner the ruling BJP on the issue of increasing crime against women in the State.
leader of opposition and INlD’s senior leader Abhay Singh Chautala has said that the party would raise the issue of crop insurance scheme in the Vidhan Sabha. We want discussion on the issue in the State Assembly, said he.
On the other hand, Congress legislature party leader Kiran Choudhry said that farmers are forced to pay premium for insurance when they apply for bank loans. The crop insurance scheme is not for the benefit of the farmers, she alleged.
The Congress will also take up the issues of BJP Government’s turnaround on poll promises, deteriorating law and order situation in Haryana, problem of stray cattle in the Assembly, said Choudhry.
Former Chief Minister Bhupinder Singh Hooda blamed the ruling BJP for deteriorating law and order situation in the State and said that Government has failed to perform and provide good governance in the State. The party will raise these important issues in the Assembly, said he.
The Haryana Assembly is also likely to witness protest by Congress MlAs over the six months suspension of its three MlAs for tearing the copies of the Governor’s address during the budget session and demand the decision be revoked.
While a tentative programme of two days Assembly session on August 26 and 29 have been issued by the Haryana Vidhan Sabha, the session is likely to be extended till August 31. The Business Advisory Committee of the Haryana Vidhan Sabha will take the final call on this.
The session will also see an increase in salaries and allowances of the State MlAs. A Bill regarding this will be brought to the House during the monsoon session.
The Government has planned to bring a total of 12 bills including GST Bill, Haryana legislative Assembly (facilities to members) Amendment Bill 2016, Haryana legislative Assembly (Salary, Allowances and Pension of Members) Amendment Bill 2016, Haryana State legislature (Prevention of disqualification) Amendment Bill, Haryana Sports Councils Bill, Haryana Private University (Amendment) Bill 2016, Vishwakarma Skill University Bill 2016, Shri Krishna Ayush University Kurukshetra Bill 2016 among others.
During the monsoon session, the Manohar lal Khattar Government is likely to blunt the opposition attack by talking about the preparations of State’s golden jubilee celebrations and the steps it has taken for the welfare of various sections of the society during its tenure.
Asserting that the party is ready to take on the opposition, Haryana Parliamentary Affairs Minister Ram Bilas Sharma said, “The Government is open to debate on any issue the opposition might raise on the floor of the House. We are hopeful that the session would be productive as many important bills will be brought in the House.”
