After more than a dozen Haryana BJP MlAs had last month lodged a complaint with the central party leadership against their own State Government, Haryana Chief Minister Manohar lal seems to have swung into action to bring changes in his government’s functioning besides making changes in administrative structure.
Under fire for sluggish implementation of “CM announcements”, the Chief Minister has now begun reviewing his announcements district wise besides inviting the concerned MlAs of the district for the review meeting to take their feedback. The move is aimed at pacifying the miffed MlAs, who are unhappy due to slow pace of implementation of “CM announcements” in the state.
After presiding over one such meeting on April 6 to review the progress of his announcements in Panipat and Yamunagar districts, the Chief Minister will hold his second meeting to review implementation of his announcements for districts Rewari and Mahendragarh on April 12.
Sources said that following directions from the party high command to mollify the rebel MlAs at his own level, the Chief Minister is likely to hold a weekly meeting to review the implementation of his announcements, due to which he even had to face major embarrassment during the budget session of State Assembly.
The disgruntled MlAs had questioned the Chief Minister in the State Assembly on the sluggish pace of implementation of his announcements made in 90 assembly constituencies of the state during past two and a half years tenure of BJP led State Government.
According to the government’s data, more than 60 percent of around 3500 announcements related to new projects and schemes made by the Chief Minister has not been implemented yet.
The Chief Minister had earlier made it clear that his government’s focus would be on implementation of these announcements during this year.
To deal with the pendency of complaints at “CM window” and make it further citizen friendly, the government has now decided to add columns such as demands, transfers, and suggestions to deal such cases separately. Similarly, a separate column 'non-feasible' would be created in the CM Window where such complaints will be kept as are non-feasible at the officer’s level.
Sources said that the government is also contemplating major changes in administrative structure following the complaints of BJP MlA on “unsupportive attitude” of bureaucrats.
While the BJP Government went for a major administrative reshuffle last week by transferring 43 Haryana Civil Services and 23 Haryana Police Services officers, the transfers of IAS and IPS officers is also likely to be carried out soon to pacify the rebelling BJP MlAs.
Notably, during a series of meetings with party central leadership during last month, the rebelling Haryana MlAs tore into their own government registering a complaint against the bureaucracy, slow pace of development works, pending announcements of Chief Minister among other issues.
A meeting of senior state party leaders with national BJP president Amit Shah and Haryana BJP incharge Anil Jain earlier this month also gave rise to speculation that the state would soon have a Deputy Chief Minister.
However, the move seems to have been postponed for now.
