After reports of inconvenience caused by some medical or dental colleges to their students by deliberately delaying clinic work and thesis of post-graduate students as a result of which they are forced to spend extra time or money, Punjab Medical Education Minister Anil Joshi has directed to make it mandatory for the guides of post-graduate students to get the clinical work and thesis of students completed in a time-bound manner as per schedule.
He warned that in case of failure, the Government would debar the guide from taking up new assignments as a guide till all the previous assignments are complete.
The Minister further said that as per the guidelines of the Central Government, Medical Council of India and Dental Council of India, it was mandatory for the medical or dental and paramedical colleges to pay stipend to post graduate students for the duration of course of study.
He said that fee structure of such courses is fixed keeping this aspect in mind that the colleges are to pay stipend to post graduate students.
“It has come to my notice that some of colleges are showing kind of payments having made in cash to the students by securing their signatures on payment vouchers without making payment to them,” he said.
This issue needs to be examined and suitably amended in order to ensure that such a stipend actually received by the students. He asked the department to explore the possibility of online transfer of stipend in the accounts of students.
